It's Nevada-tan, the loli serial killer!
...Scary.
Anyway, yeah, this is Nevada-tan (or does she have an actual name?) and her trademark box-cutter (the thing she's licking). I wanted to try a different style, as in block shading, but it didn't really work... ^^;
And the red parts look like they were rendered with Crayola marker...
...Because they, um, were.

No clue who this is, but it's awesome! Aaaand despite it being rendered in Crayola marker, it looks great! I haven't used markers in a looong time!
